We just heard about Joe's passing . We are so sorry for your loss. Joe was a tremendous person. I can remember so many times him telling me stories about my grandfather and how he would take Joe and Tom an other kids out for ice cream when they were kids. I knew Joe from my father and recently working for city as a snow plow contractor. He was always a gentleman and I looked up to him for the way he managed such a large operation with such ease and professionalism. He was one in a million.

To the Koch family, we extend our deepest and most sincere condolences. Joe was the kind of person that every DPW wishes they had. He treated every street and its residents as if his own family had lived there. We will miss his knowledge and expertise especially during severe snow storms. Rest Peacefully Joe.

Our dept. is stunned by Joe's passing. I have been working with Joe on a regular basis for the past year and a half. I learned a great deal from him in that time. Joe reminded me of a sargeant major I had in the marines. He led by example no matter what the task, and the look on his face spoke volumes. I quickly learned which faces to avoid . I had the great pleasure of working alongside Joe this past summer at the new Quincy Green Park currently under construction located next to Coddington Hall at the Old Quincy High School site. Joe made several suggestions to drastically improve the project. For his efforts, the City of Quincy saved tens of thousand dollars to create a lasting, beautiful park which will be enjoyed by all. He will be sorely missed.
